Once you have selected what you would like to do with your forms, you must select the actual type of forms.

If you are creating a new formset, you will be asked to choose the type of tax, year, and type of form.  If you are E-Filing or working with a previous formset, you will not be given an option to choose a type of form, since the formset will have already been created with a specific type. 

You should see text at the bottom of the window that indicates your current authorization level for any set of forms.  If you believe this information is incorrect you should contact Greenshades sales immediately.
